World leaders from every corner of the globe have warned that artificial intelligence (AI) can cause \u201ccatastrophic harm<\/strong>\u201d if not managed correctly.<\/p>\n\n\n\n

In a document called the Bletchley Declaration, representatives of 28 countries agreed to work together to ensure the safe and responsible development of AI. The declaration was signed at Bletchley Park, the UK country estate that served as home base for British World War II codebreakers like computer pioneer Alan Turing.<\/em><\/p>\n\n\n\n

The declaration states that \u201cmany risks arising from AI are inherently international in nature, and so are best addressed through international cooperation.\u201d It also states that governments will \u201cwork together in an inclusive manner to ensure human-centric, trustworthy, and responsible AI that is safe, and supports the good of all.\u201d<\/p>\n\n\n\n

The Bletchley Declaration comes as worldwide conversations about AI regulation have begun to bear fruit in the form of more concrete actions. Earlier this week, US President Joe Biden signed an executive order attempting to better guide responsible AI development; last week, the UN introduced its long-awaited AI advisory body; and the European Union is reportedly in \u201ctouching distance\u201d of passing its own laws.<\/p>\n\n\n\n

In the Bletchley Declaration, governments including the US, China, and the EU agreed to identify shared risks and build a shared scientific understanding around them. Then, each country will create its own policies around managing those risks, \u201ccollaborating as appropriate while recognizing our approaches may differ based on national circumstances and applicable legal frameworks.\u201d<\/p>\n\n\n\n

UK technology secretary Michelle Donelan told reporters that the declaration is a \u201cbit light on tangible specifics for now,\u201d but that it is important to lay the groundwork for international cooperation on the issue. \u201cFor the first time we now have countries agreeing that we need to look not just independently but collectively at the risks around frontier AI,\u201d Donelan said.<\/p>\n\n\n\n

Forrester VP and principal analyst Martha Bennett said in an emailed research note that many of the delegates likely wouldn\u2019t have agreed to sign onto a document that stipulated more detailed commitments. \u201cThis declaration isn\u2019t going to have any real impact on how AI is regulated,\u201d Bennett said. \u201cWe\u2019ll have to wait and see whether good intentions are followed by meaningful action.\u201d<\/p>\n\n\n\n

Among those who attended the summit were European Commission President Ursula von der Leyen, United Nations Secretary-General Ant\u00f3nio Guterres, and tech industry A-listers such as Elon Musk and OpenAI CEO Sam Altman. The guest list also included dozens of companies and organizations from the AI world, like the Ada Lovelace Institute, IBM, Hugging Face, and Databricks. US Vice President Kamala Harris gave a speech from London.<\/p>\n\n\n\n
